Climate Change and Sustainable Development

Rio de Janeiro City Climate Policy, coordinated by the Municipal Environmental Secretariat (SMAC) through its Climate Change Management, is being implemented through a modern, agile and intensified performance. It involves the transversatility among several areas of the City Administration, strong partnerships with academic institutions through shared actions, such as projects and research, and innovative activities in the sectors of solid waste management, transportation, urban planning, energy and civil defense, among others, always aiming for sustainability and mitigation and / or adaptation of greenhouse gas emissions.


Rio de Janeiro City was one of the first cities in Brazil that defined a Climate Change and Sustainable Development Policy, having established GHG emissions reduction targets for the following years: up to 8% in 2012, up to 16% in 2016 and up to 20% in 2020, related to the registered emissions in 2005 in the Greenhouse Gas Inventory elaborated by SMAC in partnership with COPPE. These targets will be properly controlled with the entry into operation of the GHG monitoring system, in 2012.


The Climate Change and Sustainable Development Forum (Fórum Carioca de Mudanças Climáticas e Desenvolvimento Sustentável),  composed of representative government segments, private sector and civil society, is to contribute searching for viable solutions to adopt public policies in order to reduce and combat climate effects in the city.


SMAC, in partnership with the National Institute for Space Research (INPE - Instituto Nacional de Pesquisas Espaciais) developed the Vulnerability Map of Rio de Janeiro Metropolitan Area, which identifies the impacts on the physical environment and their socio-economic and natural systems vulnerabilities.


The current Municipal Administration has been making efforts to put Rio de Janeiro City at the top in relation to climate in the Regulatory Framework: a set of laws, decrees and resolutions that build the legal and administrative framework of public policies on Climate Change.
